Investing in the future : ESL and Computer Literacy for Grades 1 and 2 in Sri Lanka

Project Summary :

In selected rural districts of Sri Lanka PIMD are working with local stakeholders to develop a program for teaching computer literacy and English as a second language to children in grades 1 and 2 in village primary schools. The program is also providing training for local teachers and will, in later project phases, extend the use of the facilities and resources to the community through the village community centre. On the successful completion of a pilot being conducted with forty schools, we will seek to extend the program to more schools and ensure its sustainability through ongoing public sector and international aid community support.

The key stakeholders in this project are the village community, village school and Principal, local teachers and regional education authorities. In addition to these stakeholders, our partners for delivery are local NGOs, private sector donors, local teacher training organisations, and Australian volunteers.

The first stage in this project was conducted from 6th January 2004 to 22nd January 2004 in Kilinochchi. PIMD launched its curriculum for ESL and Computers for grades 1 and 2 as part of a three week teacher training course. 27 teachers from villages in the Vanni district attended the course to develop skills in oral and aural teaching methods for ESL as well as techniques and resources for use with primary grades.

The second phase was carried out from 1st October 2004 to 4th October 2004 in Killinochchi. The same group of teachers received training in the use of computers in the classroom and specific educational software for grade 1 and 2 children (ESL and cross-curriculum). This software has been donated specifically for the pilot project by Microsoft, Vivendi Universal, Eurotalk International, Advanced Software, Riverdeep, IBM and Mayer-Johnson. PIMD has also supplied the pilot schools with 2 computers each as part of the program. These computers were donated by the Alaveddy School Old Boys Association, the Brittania Hindu Shiva Temple Trust, and acquired by PIMD from World Computer Exchange.

In addition, PIMD also conducted the ESL Teacher Training Course for a second group of teachers in Trincomalee from 6th October 2004 to 13th october 2004. This course was done at the request of the Provincial Department of Education, North-East Province. The group was a mixed Tamil, Sinhalese and Muslim group.

In April 2006, a second shipment of 60 computers donated by an Australian corporate donor and refurbished by Workventures Australia (an Australian non-profit) were shipped to Sri lanka to complete the process of equipping the forty pilot schools with two computers each. Each school also received a printer. Then, in July 2006, PIMD completed the teacher training in Kandy and handed over the training to local teachers who will be responsible for training their colleagues.

The project will be closely monitored with feedback to be provided by the teachers, and a formal evaluation carried out. One early outcome is that all schools in the district will be directed to substantially increase the lesson time per week dedicated to teaching English as a second Language in primary grades, effective January 2005.

The PIMD program is unique in its focus on grade 1 and 2 children and the integration of computers. The project and the curriculum are officially endorsed and sponsored by the provincial education authorities.

Integrated ICT-for-Development Project for Village Communities

Building on the foundations laid in the primary education project (above), PIMD is researching and designing a project that will empower village communities to set the agenda for, and manage their own development using ICT as an enabler. This program will be launched in pilot mode in 2005 in two villages in Sri Lanka.
